| Northwest One-Phase One
The Office of the Deputy Mayor for Planning and Economic Development (DMPED) held a pre-bidder’s conference on Friday, July 20, 2007, for developers interested in responding to the District’s Solicitation for Offers for the first phase of the Northwest One New Community.
The solicitation sought development partners to transform the Temple Courts complex and several other important District-controlled properties—totaling more than 228,000 square feet—into several hundred units of mixed-income housing in the new neighborhood.
Northwest One is one of four New Communities Initiative projects. The program aims to transform chronically troubled, low-income neighborhoods into healthy mixed-income neighborhoods that protect housing for low-income residents with a one-for-one replacement of existing affordable housing around improved community anchors such as schools, parks and recreation centers. New Communities also stresses the importance of rebuilding the social infrastructure through linkages to job training, asset building, counseling and other supportive human services.
The deadline for submissions to this proposal was September 14, 2007.
Northwest One (phase one) update: On December 13, 2007, Mayor Adrian M. Fenty announced the selection of One Vision Development Partners as the City's partner for Northwest One, a key piece of the District’s New Communities Initiative.
One Vision is a partnership led by the William C. Smith Cos. and the Jair Lynch Cos. They proposed building more than 1,630 new units of housing – apartments, condos and townhouses priced for buyers and renters at all income levels – as well as a new 21,000 square foot clinic, more than 40,000 square feet of retail and 220,000 square feet of office space. The team also includes Banneker Ventures and affordable housing provider CPDC.
